The month of March, 1861, found the once sleepy riverside town of Montgomery, Ala., suddenly awake with the efforts to build the new Confederate government. Delegates from the seceding states had gathered there in February, and they had already written a constitution for the Confederate States of America and elected Jefferson Davis as president. Now the new Congress was busy with more routine matters like the postal service, liquor regulations and the salary of members. Cannons saluted arriving dignitaries and receptions, dinners and plays were regularly held. One delegate wrote his wife that “cheers, enthusiasm, and waving handkerchiefs” went along with “the work of bringing a nation into existence.”But another subject was increasingly on the minds of delegates and Montgomery residents alike: whether the Alabama city would become the permanent capital of the Confederacy. The provisional Congress was meeting in Montgomery largely out of convenience; Alabama’s Secession Convention had invited delegates from other seceded states to form the new Confederate government there. Now they had to choose whether to remain there or seek another city — and if the latter, where? It wasn’t an easy question to answer. Even then Confederate politicians knew their decision could mean life or death for their young country.Montgomery was an attractive choice. It was a pleasant city on a high bluff overlooking the meandering Alabama River. It was centrally located among the seceded states of the Lower South, and it offered excellent transportation links across the region, with steamboat, train and stagecoach services converging there.

Moreover, it had been Alabama’s seat of government for over a decade, and so it had something of a political establishment already. The provisional Congress had met in the state capitol, a stately building dominated by large Grecian pillars. During the first weeks the Congress was in session, the ladies of Montgomery kept tables filled with meat, fruit and bread for members. However, they stopped once word spread that residents could find a good, free meal there.But Montgomery’s shortcomings were quickly becoming apparent. With only about 9,000 residents, it was small, even by the standards of the mid-19th-century South. Montgomery had just three hotels, and only the Exchange offered first-class accommodations. Diarist Mary Boykin Chesnut, whose husband was a delegate from South Carolina, predicted that the members of Congress would not settle for anything but the finest accommodations. “Our statesmen love their ease,” she wrote.

For their part, some residents of Montgomery had mixed feelings about being the permanent seat of the Confederate government. “The choice of the Capital had turned a society, provincially content to run in accustomed grooves, quite topsy-turvy,” wrote Thomas C. DeLeon, a famed chronicler of Southern life, “and, perhaps for want of some other escape-valve under the new pressure, the townspeople grumbled consumedly.” Social leaders worried that Montgomery would go down the same path as Washington, D.C., a city they viewed as entirely disreputable.That did not stop other cities and towns from quickly putting their communities forward when word got out that the Congress was considering moving the capital. Leaders of Atlanta and Nashville touted the accommodations and climate of their cities. Even the smallest burgs put out feelers: the editor of the Upson Pilot in little Thomaston, Ga., wrote, “We have a fine climate, a productive country, and a virtuous and intelligent population.We can supply all the officers of the government with old bacon and fresh greens and a cigar and bottle of old Bourbon or Tice’s Best on Saturday nights.”But when Virginia adopted a secession ordinance soon after the attack on Fort Sumter, Richmond quickly became the front runner. Richmond had already been a candidate, much to the disappointment of some in the Lower South, who resented the idea of moving the seat of government to a state where there had been considerable opposition to joining the Confederacy. The so-called “Cotton States” had been the first to leave the Union, and they maintained that a “Cotton Confederacy” should have its capital there. The Alabama state convention even offered to establish a 10-square-mile federal district, like the District of Columbia, if the capital remained in the state.The case for Virginia’s state capital was overwhelming, though: it was far larger than Montgomery and could provide whatever accommodations a national capital needed. Many leaders across the South argued that the government should honor the Old Dominion’s decision to secede — viewed by North and South as the key to making the Confederacy a viable entity — by moving the capital there. And unlike the lukewarm sentiment in Alabama, Virginia was all for hosting the new capital: on April 27, the Virginia legislature invited the Confederate government to select Richmond as its new capital, or any other place in the state.


A bill to change the seat of government to Richmond was introduced in the Confederate Congress on May 1. Meeting in secret, the provisional Congress debated moving the capital. By this time, the oppressive May heat and swarming mosquitoes had convinced many that they could not remain in Montgomery. Ten days later, they approved a resolution to adjourn the Congress on May 23 and meet in Richmond in July, unless the president decided on a different time and place. However, President Davis vetoed the resolution, saying the legislative and executive branches should not meet in different places.After more debate, a resolution to move the entire government to Richmond was put forth. The measure passed by a vote of 6-3 (Alabama, Mississippi and South Carolina voted no). President Davis signed the resolution and Congress appropriated $40,000 to pay the cost of moving.It was the right move in many ways. Richmond was situated between the plantations of the Tidewater and the farms of the Piedmont, and it benefited from its location along major trade routes. It was an industrial powerhouse as well: it had 52 tobacco manufacturers, 12 flour mills, a distillery and a brewery. It was the iron center of the South, with four rolling mills, 14 foundries and 50 iron and metal works lining the James River. The largest plant, the Tredegar Iron Works, employed 900 workers and was one of the city’s landmarks.Richmond also had an outstanding school system that included a medical college and a college for women. The more than 30 houses of worship included three Roman Catholic churches, three synagogues and a Quaker meeting house. Four daily newspapers and a literary journal were published in the city.

But the decision to relocate the Southern capital to Richmond had vast implications, both for the city and for the fate of the South. Throughout the spring, members of Congress increasingly were joined by the thousands of eager army volunteers who turned Richmond into an armed camp. Mary Chesnut, who moved from Montgomery to Richmond with her husband, described the “noise of drums, tramp of marching regiments all day long, rattling artillery wagons, bands of music, [and] friends from every quarter coming in” to the new capital. But the onslaught of soldiers also brought problems: Drunkenness, fights and shootings became commonplace in the city. Prostitution flourished.More significantly, by locating the Southern capital so close to Washington and the North, the Confederacy essentially doomed Virginia to constant warfare. Indeed, for all of Gen. George McClellan’s famous dithering, Richmond’s proximity baited Northern forces into repeated devastating campaigns in an attempt to reach it. The New York Times wasn’t alone in editorializing that the new location would shorten the war. “In selecting Virginia as their battleground, the rebels committed a crowning blunder,” the newspaper argued. “At Montgomery, its very remoteness would have secured to it a sort of immunity from punishment … but Virginia is not two days’ sail from the centres of population at the North.” Eventually Richmond itself would be put under siege and, finally, in April 1865, destroyed by fleeing Confederates and invading Union soldiers.Yet in the early days of the Confederacy, nothing but bright days seemed ahead for the country and its new capital. “We ought to be miserable and anxious,” wrote Chesnut from Richmond, “and yet these are pleasant days.”

"The young people that come out to party are going to come out to party and have done so for 20 years," Grissom said.But those who are for closing parking earlier say if Virginia Beach gets a negative reputation, families might not still come to visit."There's concern's on both sides," said Mike Eason with Virginia Beach Resort Management. "Do you close it or don't you close it?"Eason says making that decision will not be easy. There is a lot at stake, including revenue for the parking lots and businesses."What we are doing at this point is we are counting cars coming into the lot after 11 o'clock, trying to determine what the impact would be," he said.That count will continue the rest of July."I don't understand how that will benefit any of us," Grissom said. "If you want us to pay tax dollars, we got to bring in some revenue here. "Friday night, the Virginia Beach Resort Advisory Commission got together to tour Oceanfront at night. The group, who reports directly to City Council, wants to get a first hand look at what goes down after dark.

Friday night found me pulling out a suitcase and surreptitiously putting clothing in it while the boys were downstairs listening to Jeff read our nightly chapter from Tabitha's Travels.  Saturday was full of more furtive activity on my part, as I did all I could to ready our family for take-off, just as soon as Jeff got home from work.  I was surprised at how little my boys noticed my unusual activity.  Even when David discovered me mixing up a thermos of Quick Refresher in the kitchen Saturday afternoon, all he asked was, "Is that Quick Refresher?  Yum!"  But he didn't press further to learn why I was making a thermos of it, and not a pitcher, my usual modus operandi when we're at home.It wasn't until we got in the car, and the boys spotted a suitcase, playpen, and various other paraphernalia that the questions and suspicions arose.  Wanna see how they responded to the news that our destination was Virginia Beach

- John Hester mentioned that the Dept of Transportation is now looking at funding projects in terms of how they effect the environment, development potential, and community life.

Moving Forward:

RTC is continuing the project, looking at Service phasing options, Federal Eligibility and local financing options. Funding process could take 16 to 18 months. Could be asking for federal funds in January for engineering and planning. Federal funding is dependent on a local match, between 40% and 50%.

New last year, these 12 flats, each sleeping up to four (one double, one twin) are located bang on the waterfront in the tiny Languedoc port of Marseillan, which opens onto the Etang de Thau, a vast lagoon cut off from the sea by miles of sandy beach. Inside they are all cool colours, sink-into sofas and beautiful fabrics, with excellent kitchens and sitting rooms that lead onto a terrace or balcony. A few steps away is a small beach (perfect for a morning dip) or you can hire bikes to check out ones further afield. One of the owners has a small boat and is happy to take guests for a jaunt around the port for next to nothing.

One of latest additions to the Algarve’s booming boutique hotel scene, Mareta Beach is on the most southerly tip of Portugal. It has 18 rooms, all with simple furniture in white and turquoise fabrics, and big windows overlooking the main square in Sagres or the sea. If lolling on the beach takes it out of you, unwind in the outdoor hot tub surrounded by tropical gardens at Mareta View (its nearby sister hotel).

If you caught the recent BBC2 documentary A Very British Holiday, you’ll recognise this Isle of Wight classic, overlooking its own secluded beach near Sandown. As spacious – and weatherproof – as the caravans and chalets are (options range from two-berth chalets to eight-berth caravans), we reckon the new bell tents take the biscuit, decked out with thick rugs, fairy lights, camp beds for four and a gas cooker. On site there are indoor and outdoor pools, bar/restaurant, mini golf and shop.

Think budget B&B and you probably picture draughty rooms, dated decor and inedible food – not so with Awelon. Last year, Katherine Henderson Bowen and her family opened up their home in Manorbier to visitors, with a simple double and twin room featuring beds piled with locally sourced throws, bookshelves and seaside paintings. Both have sea views, overlooking Manorbier Castle and the Pembrokeshire Coast Path. Katherine loves baking, so breakfasts are a highlight, as is the garden, designed by Andy Sturgeon, winner of five gold medals at the Chelsea Flower Show. Katherine will cut you a deal for longer stays – and she’ll let you use her bodyboards and beach gear for free.

Yes it’s cosy, but this three-person studio apartment, housed in a recently renovated ancient house in Split’s old town, just minutes from the beach, has bags of character, with exposed stone walls and beamed ceilings. It manages to squeeze one double, one sofa-bed, kitchen, dining table and bathroom into a small space. Your host, Nikola, will happily show you around the city.

New this year, this Mongolian yurt and wooden chalet are in countryside just off the coast road in Almayate, a few miles east from Málaga. The yurt has a double bed, two futon beds, thick rugs and a slide-back roof for stargazing; the double-glazed chalet has one double bedroom plus two single sofa beds in the lounge and a fully equipped kitchen. You will probably spend most of your time outside, around the barbecue and in the pool. Both sleep four.

Malindi is within walking distance of Bude’s Crackington Haven beach. Designed by an eager-green couple who live in Germany, this four-bedroom stone and slate house is as eco as they come, from its underfloor heating using borehole technology to solar panels. It also has a big open-plan living room, conservatory and well-equipped kitchen. Sleeps nine.

It all began in 2000 when a young couple inherited a small sheep farm on Stokkøya island and wondered how they could make a living out of it. The answer? Build a collection of design-meets-eco-chic cottages and huts at nearby Hosnasand, one of the finest sandy beaches in Norway. The new “subterranean” units, made of concrete and glass, are built into the landscape and filled with vintage furniture and artwork; as well as doubles and twins, there are hostel-style huts.There’s got to be a catch right? Well, you do have to find eight friends to share it with, but that won’t be a problem once they hear about its four en suite bedrooms and kitchen that opens onto a large dining room with cool decor (vintage wallpapers, retro furniture and movie-star portraits hanging on the walls). There are two great daily markets close by, ideal for stocking up on cheese, wine and suncream.

This isn’t just any glampsite. It’s a full-size Mongolian yurt for two that opened last year and boasts one of the best spots in County Cork – tucked among trees just a few metres above the sea, with sunset views over Kinsale and its harbour. Inside it’s beautifully decorated, with a double bed, Mongolian-style fabrics and woodburning stove. Outside there’s a barbecue, pizza oven and a small chalet for chilling with a book or sundowner.

Another new oceanfront hotel is in the works for Myrtle Beach.

A Residence Inn-SpringHill Suites Oceanfront Resort is planned for the vacant lot just north of Second Avenue Pier. The 150-room property aims to open in summer 2015, though the plan is still in the early stages and must go through the usual approval process.

Buddy Lindsay, who developed the Hampton Inn on the Oceanfront and plans to start construction this fall on a Homewood Suites next door, is working on the new hotel, saying there’s ample demand for all those new hotel rooms. His Hampton Inn on the oceanfront has had to turn away thousands of potential guests during the past few years because the property was full, he has said.

Lindsay’s other proposed new hotel, the Homewood Suites, is much further along.

Construction on the $25 million hotel at 1805 S. Ocean Blvd., which will share pools and other amenities with the Hampton Inn next door, is expected to start Sept. 1. It aims to open Dec., 1, 2014. It will have 100 suites, a mix of two-bedroom, one-bedroom and studios, all with kitchens and private balconies. Homewood also will have a 300-seat conference center, three pools, a fire pit, fitness center, a Pilates-aerobics room for women only and a bistro serving sandwiches and snacks.

This will be the only Homewood of the 399 in the chain that is on the oceanfront and the first dually branded Homewood-Hampton hotel in South Carolina, Lindsay has said.

The 14-story Homewood Suites Oceanfront Resort & Conference Center is the first new hotel in the city since 2009, when the south tower of the Hampton Inn opened next door to where the Homewood will be built.

The beach hasn’t seen any new hotels for four years as the market tried to correct from the overbuilding of lodging units during the height of the real estate market.

Meeting for international students set

International students working in the North Myrtle Beach area can get tips for getting around town and learn about local services during a meeting next week.

North Myrtle Beach, aiming to help the J1 student visa holders get acclimated with the area, scheduled the meeting for 10 a.m. to noon Tuesday at the Avista Resort, 300 N. Ocean Blvd.

This is the first time the city has reached out to the students with this type of meeting, which is patterned after the series of meetings Myrtle Beach has with its international student workers. Myrtle Beach started its program last summer and has continued it this year.

“We just noticed an increase in international students over the past two to three years working in North Myrtle Beach,” city spokesman Pat Dowling said. “Not all of them really understand life in the United States, life in North Myrtle Beach, life along the Grand Strand.”

Dowling said he doesn’t know how many international students work in North Myrtle Beach. Businesses along the Grand Strand hire international students to work in their restaurants, attractions and hotels during the busy summer tourism season.

SHANGHAI—While an emerging middle class in China is leading to a tremendous need for more middle-tier hotels, there aren’t many examples of successful midscale hotels for real estate developers to look to in the country. Therefore, hotel owners and managers in China are beginning to do a lot of experimenting in the space, executives said last week during HVS’s China Hotel Investment Conference.

“For middle-tier hotels, there is not a very clear definition,” said Hawthorn Yang, deputy director with the China Tourism Academy. “Each individual has their own definition of what middle-tier is.”

Yang said the potential for profitability in the midscale space is lucrative.

“I have done a series of research and analysis and within the 3- to 4-star space hotels are not so concentrated. For the middle-tier market we see a lot of opportunity,” he said.

The star classification system is complicated in China, said Brian Liu, VP of development in China for Wyndham Hotel Group. However, he agreed a true mid-tier product would perform well.

“Economy hotels can’t differentiate from each other. Luxury hotels can’t do low cost,” Liu said. “But mid-tier hotels can be both low cost and differentiated.”

New territory
Hilton Worldwide, for example, has just signed its first few contracts for Hilton Garden Inn hotels in China.

“We don’t have any Hilton Garden Inns or (Hampton Inn properties) in China,” said James Wei, director of development in Greater China for Hilton. “We are now getting ready to introduce Hilton Garden Inn to China and we’ve just finished the product definition and just signed some contracts. The first Hilton Garden Inn will be open by the end of this year or early next.”

A handful of Chinese domestic hotel companies that have traditionally played in the economy segment—specifically Home Inns & Hotels Management and Jinjiang Inn—are repositioning to capitalize on the midscale opportunity.

Following the explosive development of economy brands in China, a similar midscale boom will follow, predicted Jason Zong, COO of Home Inns. Home Inns has a portfolio of 3,000 hotels, 10 of which are classified midscale. The company plans to add 10 more in 2013.

“In this industry, there is a trend of consumers and their demand. They will have higher demand of services,” Zong said. “So we can estimate that in maybe the next five years we, and other large scale brands, will enter into the mid-tier space.”

He said Home Inn’s idea of a midscale hotel can garner an additional 70% or even double the average daily rate of an economy hotel in China. The company has been working on introducing a mid-tier brand for nearly five years, he said, still hoping to get the positioning right.

“Right now, if we have the opportunity to develop this mid-tier brand, the (average daily rate) will be 300 to 600 (renminbis, or $48.59 to $97.18),” Zong said.

Potential for profits?

He predicted Home Inns will experience “great development” of its mid-priced product across China during the next four to five years. Company executives think the profitability of a midscale hotel can reach close to that of an economy hotel, Zong said. However, he said many competitors don’t share those same thoughts.

“Whether this is lucrative or not, maybe different people have different views,” he said. “We think this market can reach profitability that is close to the economy hotels.

Liu, of Wyndham, said mid-tier hotel managers can introduce self-service check-in and check-out, laundry and shopping to reduce labor costs and increase profitability. Management companies also can centralize catering services, he said.

However, Zong said challenges remain.

“Whether it is profitable depends on the building and the model. First- and second-tier cities offer more opportunity,” he said.

Questions remain, Zong said. What is the appropriate room size? How many rooms should a midscale hotel have?

“If we want to have wide-scale copy, we should have a system that can be applied,” Zong said. “So the midscale trend is very promising, but we will see both challenges and opportunities.”

Wayne Li, VP of development in China for Accor, also said he sees great potentials for midscale hotels in China, particularly in tier-one cities.

“Those markets already have a lot of 5-star hotels but what we need is a midscale market that can provide what the customers need,” he said. “According to experiences in Shanghai and Beijing, those 4-star hotels, their occupancy and ADR are very helpful.”

Li said swimming pools are optional in 4-star hotels in China. And because developers are able to eliminate many options and simply provide what the customer really needs, a 200- to 250-room hotel can be profitable at 60% occupancy, he said.

The hotel has partnered with Bollinger Champagne in the inaugural opening of its summer terrace, delivering guests and the public an outdoor bar experience, with a view.

Beginning July 5 the hotel will serve cocktails and Champagne alongside a menu of tapas created for pairing with Bollinger’s bottles. The terrace, which is within gazing distance of the Eiffel Tower, previously was used for private events.

Shangri-La’s garden wing is also open for the first time this summer. Accessible through the main lobby, a new courtyard garden is open both  to hotel guests and the public, but the five floors above have 20 recently completed rooms and suites for those checking in.

Although only half of the new rooms overlook the gardens, the other half face the Eiffel Tower. The views are accessible from guest rooms and private terraces, and some may even provide a glimpse of the tower from the bathtubs.
